2409 Town Lake Circle

This project falls in the East River Side corridor plan (ERC), a sub-district map surrounding East Riverside Drive. It designates the site as neighborhood mixed-use.
This rezoning changed the designation from neighborhood to corridor mixed-use. This change will not require a Neighborhood Plan Amendment.
Six three-story buildings currently stand on the site. The Collection at Lady Bird Lake is a 1985, 120-unit multifamily building. Now the property has the ability to go up to 160 ft with the help of the density bonus program.
3020 E. Cesar Chavez
Govalle | 2.35 Acres | 185 Units
This is a rezoning from mixed-use to mixed-use vertical. That one letter will add 95 units. The total number of units is 185 with 19 affordable at 60% MFI.
At the planning meeting, the developer's rep said it would likely be a four-story building.

Villas at South Austin
South Austin | 1.28 Acres | 7 Units
7 detached condos will add density to South Austin. SF-6 zoning allows for up to 15 units but the site is a narrow triangle.
The Villas at South Austin were highly disputed at the Zoning and Platting meeting on August 16th. The commission couldn't agree on a vote and sent it to City Council without a recommendation.
Trips
The site had a conditional overlay that was established by a previous zoning case. Since then, it has been developed with 135 units. This new development generates 1,330 trips per day.
“...there is precedence for removing similar conditional overlays as part of rezoning applications for other properties where the same cumulative vehicle trip restriction was applied.”

For reference, The 7-unit Villas at South Austin will generate 87 trips/day.

Peaceful Hill Residential
South Austin | 2.7 Acres | 33 Units
DR zoning turns into SF-6. On October 4th this project went before the Zoning and Platting Commission. There was a big discussion about how much influence neighbors have on a project.
The neighbors were asking for specific architectural elements to be included in the zoning. Like clerestory windows, an extra 5 ft setback, protection of all of the trees, and single family detached units along the street.
It's in an area of South Austin without a Neighborhood plan.

Both of the townhome projects fall in District 2.

Environmental Offset
Citywide
Environmental regulations often make the development process harder. The city recognized the sometimes opposite incentives of development and environmental regulations in a new bill that was passed at this meeting.
It states that when developable land is reduced or price is increased because of new regulations, the city will “offset” the negative impacts on development.
The city will focus on helping developers with entitlements when it is clear that the regulations have reduced the project. They did not give details about how they’ll help with entitlements yet.

There is a density bonus in North Burnet. It was amended to make development incentives even larger. They increased the max height and FAR.
FAR from 8:1 to 12:1
Maximum Building Height with Development Bonus from 308 feet to 420 feet.
