Pioneer Crossing PUD Amendment #18

Northeast Austin | 376.25 Acres | 2,989 Units

376 acres in North East Dallas designated for 2,989 units. This is a rezoning of the PUD to allow for an extra 509,017 of commercial.

The developer added hotel and office buildings to the scope. This is not changing the total unit count, just rearranging the density. There is no increase in impervious cover either.

The team also requested a height increase on 6 parcels. This is from 3 to 5 stories and up to 70 ft in height. In exchange for the extra square feet the team offered:

  • Parcel with 2.5 M public park (w/ 6 pickleball courts among other things)

  • Applicant paying 1 M to supportive housing

  • Increased building setback

  • Subject to updated peak trip generation memorandum

There was one invidiual in opposition who wanted his road included in the TIA.

Commissioners discussed how the added commercial would tie in with a new Transit. After all, East Parmer Lane is as an activity Corridor according to Imagine Austin. This proposal moved the commercial to Parmer Lane. Although there were concerns about this, it will be an item that will be reviewed at the time of site plan.

The board approved the project and encouraged a meeting between city, the opposition, and the applicant. They also added that Council should consider increasing their payment to affordable housing.

Harris Branch Commerce Park

Manor | 297.37 Acres | 14 Lots

Staff recommended disapproval for this preliminary plat because the drainage facilities are encroaching on the 15’ electric distribution, electric telecommunications, and electric fiber easement.

Don't Disincentivize Missing Middle

This is the second review of a body of updated environmental legislation with one key point: missing middle housing could soon be less environmentally-regulated than it is today. 

Missing middle homes of up to 11 units would have to submit a building permit. This is the same environmental regulation as SFR.

This is not a zoning change, but simply removing some things that currently incentivize developers to build SFR. It will move to Planning with concerns over missing middle and Functional Green (environmental point system).
