New expedited environmental review for missing middle housing
Missing middle projects could soon be subject to the same environmental protections that apply to single-family homes. If your project meets the following requirements, it might have a streamlined review process in the near future.
Up to 11 units
Impervious cover 55%
Half-acre site limit
Variance option for lots with waterway setbacks that were established after platting
These projects would now qualify for Small Project Site Plan Applications (SPSP).
The SPSP means no notice needs to be sent out and a faster review time.
This is not a zoning entitlement change - this is simply removing the environmental regulations that can stand in the way of missing middle projects.
This will move to Planning for further review. There was no recommendation today. We'll be watching this closely.
Special Environmental Bulletin
Sites with less than 90% impervious cover need to provide Green Stormwater Infrastructure (GSI). This would apply to downtown mixed-use projects.
Green storm water methods include rain gardens, biofiltration ponds, rain, water capture, and other elements.
How is this recorded? What they call Functional Green - points you get depending on the environmental friendliness value they provide.

If you propose a rain garden with ground cover and trees, it would count for multiple aspects.
